Columbus Housing Enterprise (CHE) is a nonprofit organization founded by community leaders Don Kelley and Robert Weiler, along with their families, to preserve and protect affordable housing across Central Ohio. CHE was created to acquire and maintain well-built, modestly priced apartment communities, ensuring they remain accessible to working families and individuals for generations to come.
Recognizing that public subsidies alone cannot meet the region’s growing housing needs, CHE brings together mission-minded partners in the private and nonprofit sectors to provide both stability and opportunity. Beyond managing properties, CHE invests in resident well-being through supportive services, career and educational resources, and connections that empower families to thrive.

What is “Naturally Occurring Affordable Housing” (NOAH)?
Naturally Occurring Affordable Housing (NOAH) refers to rental properties that remain affordable without relying on federal subsidies. These properties are often at high risk of being lost due to rising costs or redevelopment pressures, but they can be preserved as healthy, sustainable homes for lower-income families through the philanthropic commitment of their existing owners.
What other activities will CHE be engaged in?
Beyond acquiring and preserving affordable homes, Columbus Housing Enterprise (CHE) provides service connections, rental assistance, and community-building opportunities for residents. This includes free access to CMHA’s RISE Center, which offers programs in health, education, and economic empowerment.
CHE also meets one-on-one with residents to learn about their goals and aspirations, connecting them to valuable resources such as:
Job training and career counseling
Public benefits like Medicare, Medicaid, and WIC
Financial aid for education
Medical, health care, and behavioral health resources
Childcare, summer camps, tutoring, and more
